Economic and Climate Resilience
Citizenship Program
Established under the Nauru Economic and Climate Resilience Citizenship Act 2024, the programme supports development and climate adaptation through a Treasury Fund contribution. Conatus Mobility coordinates your family plan, documentation and application arrangements.
Family planning
Spouses, dependent children, parents and siblings may qualify. Each person’s eligibility requires individual review.
A future-focused contribution
Support climate adaptation, infrastructure and economic diversification. Contributions do not earn investment returns.

The official offer applies from 3 February 2026 to qualifying applications filed before 31 December 2026. Confirm eligibility and filing requirements in advance.
- Dependants
- US$2,000 for each additional dependant aged 16 or above.
- Siblings
- An additional US$15,000 per sibling of the principal applicant or spouse, plus the applicable dependant contribution if aged 16 or above.
- Payment
- Pay the contribution and passport fee following approval in principle, in accordance with formal instructions.
How are the offer and payment confirmed?
Confirm the applicable rate, filing deadline, receiving account and payment period in writing before engagement. Recalculate under the official rules if the offer does not apply or the policy changes.
This is a contribution, not a redeemable investment. No repayment of capital or investment return should be expected.

- Due diligence
- US$6,000 for the principal; US$3,000 for each additional dependant aged 16 or above.
- Bank charges
- US$1,200 for a single applicant; US$1,700 with 1–3 dependants; US$2,200 with 4 or more dependants.
- Passport
- US$500 per passport.
Are there additional charges for a benefactor?
The official schedule lists US$3,000 in due diligence and US$1,000 in bank due diligence and transaction charges for a benefactor. Confirm the funding relationship, source of funds and case requirements before payment.
Payments follow formal invoices and the written agreement. A full refund following refusal or termination is not guaranteed.

ELIGIBILITY & FAMILY
Eligibility & family
Begin with a documented family profile, personal background and lawful source of funds.
Principal applicant
Must be at least 18 and satisfy background, source-of-funds and due diligence requirements.
Spouse & dependent children
May be included under the applicable rules. Review marriage, age, dependency and supporting evidence individually.
Parents & siblings
These family categories may qualify. Siblings of the principal applicant or spouse carry an additional contribution; confirm eligibility and costs separately.
Background & restrictions
Disclose nationality, residence, criminal history, sanctions connections and previous applications accurately. Authorities assess eligibility under the current rules.

Conatus Mobility coordinates documents and progress, keeping each stage clear.

Review family structure, identity objectives and funding. Confirm scope, fees and responsibilities in writing.

Preparation & submission
Coordinate evidence, translation, certification and application documents. Submit through the prescribed channels and pay applicable application and due diligence fees.

Due diligence & interview
The principal must attend an interview; dependants aged 16 or above may also be called. Conatus Mobility coordinates arrangements and additional documents. Authorities decide the application.

Approval in principle & payment
After approval in principle, follow the formal contribution instructions, then progress the oath, citizenship certificate and passport formalities.
The official fee page indicates typically 3–4 months from submission to citizenship approval. Preparation, additional enquiries and subsequent document issuance may take further time. This is guidance, not a guaranteed deadline.
BEYOND APPROVAL
After approval
Acquiring citizenship and using it afterwards involve separate steps and requirements.
Citizenship & passport
Conatus Mobility can assist in coordinating payment, the oath, citizenship registration and passport applications. Scope and fees are confirmed in writing before engagement.
Oath & formalities
An oath or affirmation precedes the citizenship certificate. Where permitted, it may take place by audio-visual link or an approved overseas procedure, subject to the agreed arrangements.
Ongoing management
Review travel permission, passport renewal, banking records and tax residence separately. Citizenship does not automatically change another country’s residence or tax requirements.
Is local residence required?
The official programme currently has no residence requirement. Interview and oath formalities still apply.
Passport validity & renewal
The official FAQ states a 10-year passport validity. Renewal requires the prescribed documents; procedures and fees follow the rules in force when applying.
Naoero permits dual citizenship. Whether an existing nationality can be retained depends on the laws of that country.

Resolve the essential terms before engagement.
What should be confirmed before engagement?
Confirm the contracting entity, accompanying family members, itemised fees, receiving accounts, interview or attendance arrangements, and treatment of fees following refusal or early termination in writing.
When is the contribution paid?
Following approval in principle and formal payment instructions. Application and due diligence fees are paid separately at submission; not every cost is deferred until approval.
Is approval guaranteed?
No. Conatus Mobility provides planning and coordination. The relevant bodies conduct due diligence, assess eligibility and decide citizenship in accordance with the rules.
Can the interview be remote?
The official rules permit a virtual interview or an interview at an approved location. The case instructions determine the format and participants.
Are Naoero and Nauru different countries?
No. The government announced the Republic of Naoero designation in 2026. This page uses the current English name; historical legislation retains its published title.
